A former Member of the upper house of the Indian parliament. He has been a member of the Advisory Committee for the Ministry of Textiles as well as a member of the working group of the Planning Commission of India for the Textiles section of the 7th Plan Document.

He has been a member of key parliamentary committees, including the Public Accounts Committee (the highest fiscal body of the Indian Parliament) and the Parliamentary Standing Committees for the Departments of Chemicals and Agriculture at different times. Mr. Singh has been a member of several Indian Government delegations at a number of International Conferences including several Sessions of the United Nations General Assembly. He was the Special Representative of the late Rajiv Gandhi, Prime Minister of India to Mozambique in 1989. He has co-authored several publications as well as writing for various Indian newspapers and news magazines.
